Saying it isn't Windows should be self evident. It also doesn't have a registry and this is often a blessing.
Windows doesn't have BSD (dtrace) tools.
But it would be foolish to use that as a basis to assert that Windows is lacking as a whole.
The biggest stumbling blocks that I see here over and over again are:
1 People seem surprised that a non-Windows platform doesn't behave just like Windows, and
2. Failing to start with a coherent policy, one that guides any decisions about whether or not to adopt a new computing platform, and deal meaningfully with all the implications that brings.
You can accomplish what you want in terms of control over the Macs but not with GPO because it's not Windows and don't wait for it to be. Profiles, defaults, custom python & bash scripting, Apple Remote Desktop, Munki, etc.
The go-to commercial platform is Casper Jamf, that is in no way required and would be overkill for your size of Mac deployment. There are some use SCCM with their Macs but that's serious overkill for the number of Macs you're talking about .

If you're going to support a new platform there has to be buy-in from ownership/management in order to support you – or someone in the organization – learning the technology. You're also going to be learning as you go and is that an acceptable situation for your organization ?
